Margins are extremely tight, whilst the costs of wages, scheduling, supervision, training, administration and support continue to weigh heavily. These costs are necessary to ensure high-quality service provision.

In that context, further capping of administrative costs is not a structural solution. Anyone wishing to engage seriously in the debate must therefore look beyond the price alone.

If the service voucher scheme is to remain accessible to service voucher users, workable for domestic helpers and viable for businesses, a sustainable framework for the entire sector is needed. This requires consultation and a sense of responsibility on the part of the government, social partners and businesses.

Because a strong service voucher sector is not in the interests of just one party, but of society as a whole.
